Design-Build in Ottawa
One agreement. One team coordinating design and construction — from the first site visit to handover.
Design-build brings design coordination and construction together so cost, schedule and buildability inform the design while it can still change. GCO works with licensed design professionals on commercial renovations and larger residential projects in Ottawa.

In short
What design-build means
Design-build is a project delivery method, not a style of building. In a traditional design-bid-build project, you hire a designer, wait for complete drawings, then ask contractors to price them. If prices come back high, the design goes back for changes — costing time and fees.
With design-build, the builder is involved from the start. Design decisions are checked against real construction cost and sequencing as they are made, and permit drawings, procurement and site planning can progress in parallel rather than one after another.
Licensed architects, interior designers and engineers still prepare and stamp the drawings their discipline requires. What changes is coordination: you deal with one team, under one agreement.
Is it right for you?
When design-build tends to fit
Often a good fit
- You want one point of contact for design and construction
- Budget certainty matters early, before drawings are finalised
- A lease, opening or move-in date drives the schedule
- The scope is still taking shape and options need pricing
- Commercial fit-ups, office and retail renovations, additions and major layout changes
Perhaps not the best fit
- You already hold complete, permit-ready drawings and want competitive tenders
- You want to contract directly with, and closely control, your designer
- Your organisation requires a public tender at each stage
- The work is small and needs little or no design
How it works
The design-build process, step by step
01
Assessment and goals
Confirm what the space needs to do, existing conditions, constraints such as landlord or base-building requirements, and a working budget range.
02
Concept and early pricing
A design concept develops with an early cost range, so options can be compared before detailed drawings are commissioned.
03
Design development
Drawings and selections are refined; pricing tightens as the design matures and allowances are replaced with real quantities.
04
Price confirmation and permits
You approve a defined scope and price. Permit drawings are submitted to the City of Ottawa and long-lead items can be ordered.
05
Construction
Trades are coordinated against the agreed scope, schedule and price. Changes are priced and approved before they proceed.
06
Completion and handover
Inspections, deficiency review and handover documents close out the project.

| Design-build | Design-bid-build | Construction management | |
|---|---|---|---|
| Contracts you hold | One agreement covering design coordination and construction | Two: one with the designer, one with the builder | Designer contract plus a construction manager agreement |
| When cost input starts | During design, as drawings develop | After design is finished, at tender | During design, by trade package |
| Who coordinates design and construction | The design-build contractor | You, between the two parties | Shared between you and the construction manager |
| Your control over the designer | Indirect — the designer works within the design-build team | Direct | Direct |
| Often suits | Owners who want one point of contact and early pricing | Owners who want a fully designed, competitively tendered project | Larger projects where early trade packages matter |

Cost & timing
What shapes cost and schedule
GCO does not publish price ranges because design-build projects vary widely. These are the factors that most affect cost and timing:
- Size, scope and finish level once selections are made
- Existing conditions found during assessment and design
- Number of design iterations before approval
- Structural, mechanical and electrical changes
- City of Ottawa permit review timing
- Lead times for specified materials and equipment
- Landlord or condominium requirements and work hours
- Changes requested after the price is confirmed
Ottawa
Design-build for Ottawa buildings
Ottawa projects range from leased office floors and retail units to older mixed-use buildings and homes. Each brings its own considerations: base-building rules, heritage designations in some neighbourhoods, winter scheduling, and City of Ottawa building permits and inspections. Design-build lets these be addressed during design instead of discovered at tender.

Design-build questions
What is design-build?
Design-build is a project delivery method where design coordination and construction sit under one agreement. The owner works with one team rather than managing a designer and a builder separately.
Is design-build cheaper than hiring an architect and tendering?
Not necessarily. Design-build changes who holds the contracts and when cost input arrives. It can reduce redesign caused by late pricing, but it does not guarantee a lower total cost.
Does GCO have in-house architects or engineers?
No. GCO coordinates qualified, licensed design professionals. They remain responsible for their stamped drawings and professional judgment within their discipline.
Can I bring my own architect or designer?
Often, yes. An existing designer can stay involved or their work can be carried into a design-build arrangement — the right approach depends on how far the design has progressed and the terms of their contract.
Does design-build remove the need for permits?
No. Building permits and inspections in Ottawa are handled by the City of Ottawa. Design-build lets permit drawings be prepared alongside pricing, but approval timing stays with the City.
When is the price fixed?
Typically once the design reaches an agreed level of detail. Early on you receive a cost range based on the concept; it firms up as drawings and selections are confirmed.
Is design-build only for commercial projects?
No. It suits commercial renovations and fit-ups as well as larger residential work, such as additions or major layout changes, where design and cost decisions are closely linked.
